Spray Painting a Wandering Dog in Idaho is "Technically Vandalism"

Ok, Idaho dog owners. Keep your dogs leashed and watched or your dog might get tagged with graffitti. An officer investigating the case of an owner who says his dog was spray painted with the words "Go Home" says that a dog that's not leashed or watched is technically public property so whoever spray painted the dog was actually tagging public property with graffitti. The case was dropped because the owner was dolt for allowing his dog to wander freely anyway.
